Home Planning® is a company specializing in real estate technical inspections, technical consulting, and engineering services for buyers, homeowners, and real estate investors. Our services are provided by civil engineers and specialists with experience in the technical assessment of homes prior to purchase.

Technical reports are prepared and endorsed by construction specialists, in accordance with the legislation in force, based on field findings, analysis of technical documentation, and professional interpretation of identified risks.

Who is Home Planning®

Home Planning® was created to provide buyers and homeowners with access to independent technical information before making important decisions about a property. The company provides real estate technical inspection services, technical audits, technical assessments, technical consulting, and services to monitor the performance of buildings over time.
The purpose of these services is to identify defects, assess technical risks, and support decision-making based on objective information.

Home Planning® provides integrated technical services for homebuyers, homeowners, and real estate investors, with a focus on objectively assessing the condition of a property prior to purchase or during its use.

Our main services include technical property inspections for apartments and houses, technical audits of buildings and documentation, technical property assessments, construction site supervision, verification of building technical records, and monitoring the performance of buildings over time.

These services are performed by construction specialists and are designed to identify defects, non-conformities, technical risks, and other information relevant to making an informed decision. The goal of Home Planning® is to provide clients with an independent, clear, and well-documented technical assessment of the property under review.

Who provides the technical services?

The technical inspections of buildings carried out by Home Planning are performed by construction specialists, depending on the specific characteristics and category of importance of the building, in accordance with the provisions of standard P130-2025 on monitoring the performance of buildings in service.

According to P130-2025, the analysis, evaluation, and reporting activities regarding the behavior of buildings in operation are addressed to and carried out by those responsible for monitoring the behavior in operation, namely:

- urban architect;
- structural design engineer;
- technical experts certified by the Ministry of Development (all civil construction and installation fields), the Ministry of Justice, and the Ministry of Culture;
- project verifier (all civil construction and installation fields);
- site engineer (civil construction and installations);
- engineer responsible for RTE execution (civil construction and installations);
- geodesy, cadastre, and topography engineer, as appropriate, depending on the type and complexity of the construction.

Our specialists work either within Home Planning or on the basis of professional collaboration agreements, depending on the complexity of the construction and the technical requirements of the report, ensuring a complete, rigorous, and objective evaluation of the property.

In addition to on-site inspections, Home Planning can check the technical documents of the property, including identifying gaps, non-conformities, or legal and technical risks.

Roles within the Home Planning team

To carry out technical inspections of real estate and prepare technical reports, Home Planning collaborates with construction specialists, in accordance with the provisions of P130-2025, adapted to the type of construction analyzed and the specific requirements of the assessment.

  • Authorized site manager – verification of the conformity of the works performed and the existing technical documentation;
  • Real estate technical inspector – performing technical inspections on site, assessing the visible condition of the property, documenting any deficiencies identified, and drafting inspection reports based on personal observations and available technical information;
  • Plant engineer – checking electrical, sanitary, and heating installations from a technical and functional point of view, as well as identifying visible or documented non-conformities;
  • Structural Engineer – assessing the condition of structural elements, verifying that construction work complies with the design and applicable standards, and identifying technical risks that could affect the safety of the structure;
  • Licensed architect – analysis of room layouts, functional modifications, and compliance with approved documentation;
  • Surveyor –verification of the sitelayout, elevations, and geometric compliance of the structure;
  • MLPAT/MDLPA-certified technical expert –conducting specialized technical analyses for situations requiring in-depth assessments, in accordance with the legal requirements specific to technical expertise for design services and/or legal disputes.
  • Forensic construction expert –who conducts technical assessments ordered by courts, criminal investigation agencies, or other authorities

Independence and objectivity

Home Planning offers independent real estate technical inspection services, with no ties to sellers, real estate developers, or brokerage agencies. This independence ensures an objective and impartial assessment, focused exclusively on the buyer's interests.
