Technical audit of residential complexes

A technical audit of residential complexes is essential for homeowners’ associations that wish to understand the actual condition of the building and avoid significant costs after the warranty expires. By reviewing the documentation (the building’s technical manual and the logbook), cross-referencing it with the technical design, and conducting a detailed inspection of the common areas (structure, systems, roof, basement), we identify defects, non-conformities, and any potential hidden defects. The resulting technical report provides a clear picture of the building’s condition, concrete solutions for remediation, and support in dealing with the developer to resolve issues during the warranty period, as well as for the proper organization of the final acceptance and responsible long-term management of the property.

Technical Audit in Construction for Homeowners' Associations

What the technical audit includes:

- Review and analysis of the developer’s technical construction manual for compliance,
- Identification and documentation of non-conformities with the building permit and technical design,
- Technical inspection to identify defects using professional equipment and specialized/certified personnel,
- Identification of discrepancies between the technical design and on-site execution and implementation,
- organization of final acceptance for the residential complex - steps to remedy defects identified during the warranty period offered by the developer,
- ongoing monitoring report, with technical solutions for resolving issues as well as phasing of necessary repair work for the managed property.

Technical consulting regarding the implementation of the technical design and approved plans on-site. Verification of the completion of all works and commissioning of all equipment specified in the project by the developer. Completion of the Building Technical Log and the Event Log as part of the ongoing construction monitoring process.

1. Compliance of documentation: Construction Technical Specifications

Receipt of the technical construction manual from the real estate developer during the construction warranty period.
The analysis and verification of the documentation received from the investor/real estate developer is conducted in accordance with the Regulation on the Acceptance of Construction Works (Government Decision No. 273/1994).Following the verification of the technical documents (both the drawings and the written sections), a report will be issued regarding the compliance of the submitted documents and any missing documents. Additionally, the report will outline the documents and subsequent steps that the Homeowners’ Association must take to maintain and complete the documentation and the Maintenance Log, which is part of the Technical Book, pursuant to Article 57(j) of Law 196/2018 on Homeowners’ Associations.

We will prepare the necessary documents and assist you by explaining the steps required for proper document management in accordance with technical standards and relevant legislation.

‍2. Technical inspection of residential and commercial buildings

The technical inspection is conducted as part of the ongoing monitoring of the building’s performance over time, in accordance with Law 10/1995 on Construction Quality, Section 5: Obligations and Responsibilities of Owners, Article 25, and the Standard on Monitoring the Performance of Buildings Over Time, P 130-2025. Specifically, inspections are conducted based on relevant legislation, the technical construction drawings, and the construction permit documentation reviewed in the first phase, as well as reports submitted by owners to the project’s dedicated email address.

Report on monitoring the long-term performance of the building, in accordance with Article 55(m) of Law 196/2018 on the establishment, organization, and operation of homeowners’ associations and the administration of condominiums.

Inspections are conducted through direct examination and, where necessary, using technical equipment provided for common areas:
- Thermal imaging camera for installations and insulation;
- Wall scanner for reinforcement and leak detection;
- Telemeter, moisture meter, inspection camera;
- Endoscopic camera;
- Dew point checks;
- Other equipment depending on the reported issues and identification.

Following all these inspections, a technical report will be prepared containing photographic documentation and a description of all issues (identified and reported) regarding the current condition, along with recommendations and solutions for remedying the deficiencies. The report is clearly organized by category (finishes, structure, construction, systems) and by area (exterior landscaping, basement, stairwell, roof terrace) for each building/stairwell based on the project’s configuration, covering all common areas. The purpose of the technical audit is to accurately determine the physical condition of the building at the time of inspection compared to the proposed technical design and to ensure the Investor remedies any non-conformities during the warranty period, prior to final acceptance and the expiration of the warranty.

3. Final acceptance of the building

Organizing, convening the entities involved in the process, and drafting the specific documents. Ensuring the participation of 2 construction specialists on the final acceptance committee. Drafting the homeowners’ association report and taking the necessary steps to remedy issues identified during the Investor’s audit, in accordance with the Regulations for the Acceptance of Construction Works and Related Installations.

The final acceptance upon expiration of the warranty period (of at least 3 years) offered by the Investor/developer is organized by the Homeowners’ Association and approved by the President, in accordance with Article 25 of Government Decision 273/1994 regarding the acceptance of construction works.
